Create a new one and ftp it into the root folder. Then in your ftp client right click and check the file permissions. You need to make sure it is executable. So give it a numeric value of 755 if not sure. I am using Wordpress 3 and my client is hosting with 1&1. God bless ya for this, I have been going mad with all the random answers out there.
